01. Presented for consideration is General Fund Supplemental Budget No. 03 FY 2024 of Palo, Leyte, in the amount of Php1,188,500.00 under Appropriation Ord. No. 2024-04; same is recommended for the APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 17, 2024.
02. Presented for consideration is General Fund Supplemental Budget No. 03 FY 2024 of Pastrana, Leyte, in the amount of Php21,294,576.36 under Appropriation Ord. No. 34, S. 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 17, 2024.
03. Presented for consideration is General Fund Supplemental Budget No. 04 FY 2024 of Pastrana, Leyte, in the amount of Php3,949,938.30 under Appropriation Ord. No. 35, S. 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 19, 2024.

No. 04, Series of 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 26, 2024.
05. Presented for consideration is General Fund Supplemental Budget No. 02 FY 2024 of Capoocan, Leyte, in the amount of Php6,355,110.07 under Appropriation Ord. No. 17, Series of 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 26, 2024, together with Supplemental Investment Program (SIP) No. 3 CY 2024 amounting to Php31,555,339.34.
06. Presented for consideration is General Fund Annual Budget CY 2025 of MacArthur, Leyte, in the amount of Php150,784,851.00 under Appropriation Ord. No. 01 Series of 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 18, 2024.
07. Presented for consideration is General Fund Supplemental Budget No. 2 CY 2024 of Abuyog, Leyte, in the amount of Php45,407,389.36 under Appropriation Ord. No. 2, Series of 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 17, 2024.
08. Presented for consideration is a letter dated December 16, 2024 from the Provincial Administrator Corazon M. Alvero forwarding documents for the August body’s consideration, approval, and/or ratification, to wit:
a) Deed of Absolute Sale with Assignment of Rights executed by and between LKY Property Holding, Inc. and Palo Entertainment and Resort Corp. and
b) Amendments, Addenda, and Deletions of Provisions [To the Contract of Lease dated May 12, 2009, executed by and between the Provincial Government of Leyte and LK Property Holdings, Inc.
09. Presented for consideration is a copy of Complainant’s Comments and Opposition to Respondent’s Motion to Strike Out/Waiver of Submission of Judicial Affidavit relative to Admin Case No. ORC-SP2024-003 (Marvin T. Marticio, Complainant vs. Hon. Angel Aras Sia, Jr., Respondent.)
12. Presented for consideration is a copy of the Order and Notice of Virtual Hearing for ERC Case No. 2024-148 RC, from the ERC relative to the Joint Application of LEYTE III ELECTRIC COOPERATIVE, INC. (LEYECO III) . With a request for a certification on receipt and posting on the bulletin board of said documents.
13. Presented for consideration is a copy of Indorsement IC-OVT-FEB-24-0016 from the Office of the Ombudsman relative to the Verified Answer by the Respondent Hon. Angel Aras Sia, Jr. on the Administrative case filed against him by Marvin T. Marticio.
14. Presented for consideration is a National Water Resource Board Water Permit Application/s for surface water/groundwater-WPA NO. VIII-LEY-2024-11-136 filed by: Energy Development Corporation Source/Location at Abucayan Creek: Brgy Rizal, 6531 Kananga, Leyte. With request that Notice of application be posted on the bulletin board of the office.
15. Presented for consideration is Resolution No. 24-811 of Sangguniang Panlalawigan of Davao del Sur entitled: “REQUESTING THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) THROUGH SECRETARY AMENAH F. PANGANDAMAN TO RECONSIDER A CERTAIN PROVISION ENSHRINED IN DBM LOCAL CIRCULAR NO. 160 BY CHANGING THE RETROACTIVE EFFECT OF THE SALARY INCREASE OF LOCAL GOVERNMENT UNIT OFFICIALS AND EMPLOYEES FROM AUGUST 2, 2024 TO JANUARY 1, 2024 FOR REASONS HEREIN STATED”

Presented for consideration is Resolution No. 2024-4683 of the Sangguniang Panlalawigan of Bukidnon entitled: “A RESOLUTION FERVENTLY REQUESTING THE HONORABLE SECRETARY OF THE DEPARTMENT OF BUDGET AND MANAGEMENT, AMENAH F. PANGANDAMAN, TO DEFER THE 5% INCREASE IN SECTION 4.1.2 (ACCOMPLISHMENT OF TARGETS) OF BUDGET CIRCULAR NO. 2024-4, ISSUED ON NOVEMBER 11, 2024, ENTITLED ‘GUIDELINES ON THE GRANT OF THE COLLECTIVE NEGOTIATION AGREEMENT (CNA) INCENTIVE FOR FY 2024-“
17. Presented for consideration is Ordinance No. 2024-21 of Tanauan, Leyte entitled: “AN ORDINANCE ESTABLISHING THE EMERGENCY RESPONSE AND RESCUE VOLUNTEER TEAM; PROVIDING TRAINING, EQUIPMENT, INCENTIVES, AND GUIDELINES FOR VOLUNTEER ENGAGEMENT IN DISASTER OPERATIONS IN THE MUNICIPALITY OF TANAUAN, LEYTE AND PROVIDING FUNDS THEREFOR” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 10, 2024.
18. Presented for consideration is Municipal Ordinance No. 03 series of 2024 of MacArthur, Leyte entitled: “ANTI DISCRIMINATION ORDINANCE ON THE BASIS OF SEXUAL ORIENTATION AND GENDER IDENTITY AND EXPRESSION (SOGIE) FOR THE PROTECTION OF LESBIANS, GAYS, BISEXUALS, TRANSGENDERS, INTERSEX AND QUEERS (LGBTIQs) RIGHTS IN THE MUNICIPALITY OF MACARTHUR, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 9, 2024.
19. Presented for consideration are Sangguniang Bayan Resolutions of Tabontabon, Leyte to wit:
1) Sangguniang Bayan Res. No. 313-SY2024- “A RESOLUTION AUTHORIZING THE PROPOSED BORROWING OF THE LOCAL GOVERNMENT UNIT OF TABONTABON, LEYTE REPRESENTED BY THE MUNICIPAL MAYOR HON. EFREN D. REDOÑA, TO THE LANDBANK OF THE PHILIPPINES (LBP) IN THE AMOUNT OF ONE HUNDRED FORTY-FOUR MILLION SIX HUNDRED THOUSAND PESOS. (144,600,000.00)”;
2) Sangguniang Bayan Res. No. 368-SY2024- “RESOLUTION AUTHORIZING HON. EFREN D. REDOÑA- MUNICIPAL MAYOR OF TABONTABON, LEYTE TO ENTER INTO A CONTACT OF LOAN WITH LANDBANK OF THE PHUILIPPINES IN THE AMOUNT OF ONE HUNDRED FORTY-FOUR MILLION SIX HUNDRED THOUSAND PESOS (Php144,600,000.00) AND SIGN ALL DOCUMENTS RELATED THERETO TO FINANCE THE VARIOUS INFRASTRUCTURE AND SOCIO-ECONOMIC PROJECTS OF THE LGU.”
3) Sangguniang Bayan Res. No. 558-SY2024 – “A RESOLUTION RATIFYING/APPROVING THE AMENDMENTS TO THE EXISTING LOAN AGREEMENT WITH THE LANDBANK OF THE PHILIPPINES,SPECIFICALLY THE FOLLOWING : A. TERM LOAN-ESTABLISHMENT OF SOLID WASTE MANAGEMENT SYSTEM and B. CANCELLATION OF TERM LOAN 6 IN THE AMOUNT OF Php11.00M-ACQUISITION OF LOT AND SITE DEVELOPMENT FOR THE PROPOSED PUBLIC CEMETERY” and
4) Sangguniang Bayan Res. No. 654-SY2024 – “A RESOLUTION APPROVING/CONFIRMING THE TERMS AND CONDITIONS OF SIGNED, NOTARIZED AND DULY EXECUTED LOAN AGREEMENT, INCLUDING ITS AMENDMENTS ENTERED INTO BY AND BETWEEN THE MUNICIPALITY OF TABONTABON, LEYTE AND LAND BANK OF THE PHILIPPINES (LBP), AMOUNTING TO ONE HUNDRED TWENTY NINE MILLION SEVEN HUNDRED FIFTY THOUSAND PESOS ONLY (Php129,750,000.00) FOR THE FOLLOWING PURPOSES: ACQUISITION OF BRAND NEW HEAVY EQUIPMENT; ACQUISITION OF BRAND NEW THERMAL DECOMPOSITION MACHINE; LAND DEVELOPMENT FOR THE PROPOSED PUBLIC MARKET (PHASE 1); COMPUTERZATION/DIGITIZATION PROJECT; RESILIENCY, DISASTER AND PUBLIC SAFETY (SUPPLY AND INSTALLATION OF THE MUNICIPAL SECURITY COMMAND CONTROL CENTER AND DISASTER MONITORING FACILITY); ROAD UPGRADING PROJECT OF THE LOCAL GOVERNMENT UNIT (BRGY. SAN ANTONIO)-BRGY.BELISONG ROAD); CONSTRUCTION OF MULTI-PURPOSE BUILDING (ANNEX), AND ACQUISITION/PURCHASE AND INSTALLATION OF SOLAR STREET LIGHTS” All four SB Resolutions were received by the Provincial Legal Office and the same were all recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 10, 2024
20. Presented for consideration is Municipal Ordinance No. 2024-215 of Carigara, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE PARCEL OF LAND IDENTIFIED AS LOT NO. 11616, COVERED UNDER TRANSFER CERTIFICATE OF TITLE (TCT) NO. 115-2020001233 AND TAX DECLARATION NO. 08-110007-00360, WITH AN AREA OF 1,731 SQUARE METERS, IN THE NAME OF SPS. MORRIS ABALA ALVE & MARIE FLOR PAMI-ALVE, LOCATED IN BRGY. SAN MATEO, CARIGARA, LEYTE, FROM AGRICULTURAL TO RESIDENTIAL USE.” The Provincial Legal Office is of the opinion that FURTHER REVIEW of subject Ordinance is recommended, per 2nd indorsement dated Dec. 9, 2024.
21. Presented for consideration is Municipal Ordinance No. 2024-216 of Carigara, Leyte entitled: “AN ORDINANCE APPROVING THE ABOLITION OF CERTAIN PLANTILLA POSITIONS UNDER THE DIFFERENT OFFICES OF THE MUNICIPAL GOVERNMENT OF CARIGARA, LEYTE AND TRANSFERRING THE PLANT6ILLA ITEM OF ADMINISTRATIVE AIDE III (DRIVER I), SG 3/1 UNDER THE SANGGUNIANG BAYAN OFFICE TO THE MUNICIPAL HEALTH OFFICE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 9, 2024.
22. Presented for consideration is Municipal Ordinance No. 197(221) of Matag-ob, Leyte entitled: “AN ORDINANCE REGULATING THE GAME OF MAHJONG IN THE MUNICIPALITY OF MATAG-OB, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 9, 2024.
23. Presented for consideration is Municipal Ordinance No. 24-015 of Mahaplag, Leyte entitled: “AN ORDINANCE PROHIBITING THE SPITTING OR SCATTERING OF BETEL QUID OR “MAMMA” RESIDUE IN PUBLIC PLACES IN THE MUNICIPALITY OF MAHAPLAG, LEYTE, AND IMPOSING PENALTIES FOR VIOLATIONS THEREOF.” The Provincial Legal Office is of the opinion that FURTHER REVIEW of the Ordinance is recommended per 2nd indorsement dated Dec. 3, 2024.
24. Presented for consideration is Ordinance No. 11, S. 2024 of Abuyog, Leyte entitled: “AN ORDINANCE UPDATING THE GENDER AND DEVELOPMENT CODE OF THE MUNICIPALITY OF ABUYOG” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 9, 2024.
25. Presented for consideration is Ordinance No. 12, S. 2024 of Abuyog, Leyte entitled: “AN ORDINANCE AUTHORIZING THE MUNICIPAL TREASURER TO COLLECT BARANGAY CLEARANCE FEES IN THE APPLICATION FOR THE ISSUANCE OF BUSINESS PERMITS AND/OR LOCATIONAL CLEARANCE OF THE MUNICIPALITY OF ABUYOG, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 9, 2024.
26. Presented for consideration is a request for Accreditation of Tamarong Fishers and Small Farmers Association (TFASFA) of Brgy. Lower Fatima, Villaba, Leyte, with the Provincial Government of Leyte as a non government organization.
27. Presented for consideration is General Fund Supplemental Budget No. 06 FY 2024 of Burauen, Leyte, in the amount of Php4,911,000.00 under Appropriation Ord. No. 2024-07; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 2, 2025.
28. Presented for consideration is General Fund Supplemental Budget No. 1 CY 2024 of MacArthur, Leyte, in the amount of Php5,248,262.44 under Appropriation Ord. No. 02 Series of 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 2, 2025, together with CY 2024 Supplemental Investment Program of the same amount.
29. Presented for consideration is General Fund Supplemental Budget No. 3 FY 2024 of Tabontabon, Leyte, in the amount of Php1,803,750.00 under Appropriation Ord. No. 3, Series of 2024; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 2, 2025.
