                    Committee Report on the Proposed Provincial Ordinance entitled: “AN ORDINANCE MANDATING THE PROVISION OF A PHYSICAL OFFICE FOR THE PAMBAYANG PEDERASYON NG SANGGUNIANG KABATAAN IN ALL MUNICIPALITIES AND FOR THE SANGGUNIANG KABATAAN CHAIRPERSON IN ALL BARANGAYS IN THE PROVINCE OF LEYTE.”

                    Committee Report on the Proposed Provincial Ordinance entitled: “AN ORDINANCE INSITUTIONALIZING THE YOUTH ENCOUNTER FORMATION TRAINING (YEFT) PROGRAM IN ALL MUNICIPALITIES AND THE COMPONENT CITY IN THE PROVINCE OF LEYTE, DEFINING ITS IMPLEMENTATION, APPROPRIATING FUNDS THEREFOR.”

01.               Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Santa Fe, Leyte in the amount of Php161,664,208.00 under Appropriation Ordinance No. 2025-021 together with Annual Investment Program (AIP) CY2026 in the amount of Php1,075,623,292.00 Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated April 28, 2026.

02.               Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Carigara, Leyte in the amount of Php326,336,241.86 under Appropriation Ordinance No. 2025-031 together with Annual Investment Program (AIP) CY2026 in the amount of Php605,871,812.09. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated April 23, 2026.

03.               Presented for consideration is General Fund Supplemental Budget No. 4 CY 2025 of the Municipality of Carigara, Leyte amounting to Php9,984,185.80 under Appropriation Ordinance No. 2025-029, Series of 2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 28, 2026.

04.               Presented for consideration is General Fund Supplemental Budget No. 03 FY 2025 of the Municipality of Capoocan, Leyte amounting to Php9,914,292.00 under Appropriation Ordinance No. 25, Series of 2025 together with Supplemental Investment Program (SIP) No. 5 CY 2025 in the amount of Php17,726,375.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 28, 2026.

05.               Presented for consideration is General Fund Supplemental Budget No. 03 FY 2025 of the Municipality of Julita, Leyte amounting to Php1,040,028.36 under Appropriation Ordinance No. 2025-13.  Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 28, 2026.

06.               Presented for consideration is General Fund Supplemental Budget No. 03, Series of 2025 of the Municipality of Calubian, Leyte amounting to Php7,916,192.00 under Appropriation Ordinance No. 2025-004, Series of 2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 22, 2026.

07.               Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Calubian, Leyte amounting to Php206,234,027.00 under Appropriation Ordinance No. 2025-002, Series of 2025 together with  Annual Investment Program (AIP) CY 2026 in the amount of Php2,537,894,886.10. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 27, 2026.

08.               Presented for consideration is General Fund Supplemental Budget No. 02 FY 2025 of the Municipality of Merida, Leyte amounting to Php8,782,945.36 under Appropriation Ordinance No. 03, Series of 2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 27, 2026.

09.               Presented for consideration is General Fund Supplemental Budget No. 03 FY 2025 of the Municipality of Merida, Leyte amounting to Php3,325,000.00 under Appropriation Ordinance No. 05, Series of 2025. Same is recommended for APPROVAL with CONDITIONS  by the Local Finance Committee per review letter dated April 27, 2026.

10.               Presented for consideration is General Fund Annual Budget FY  2026 of the City of Baybay, Leyte amounting to Php1,891,645,083.00 under Appropriation Ordinance No. 2, Series of 2025 together with  Annual Investment Program (AIP) CY 2026 of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 28, 2026.

11.               Presented for consideration is a letter dated April  20, 2026 from Hon. Carlos Jericho L. Petilla, Governor, Province of Leyte addressed to Hon. Leonardo M. Javier, Jr., Vice Governor endorsing the herein complaint from 8888 Citizen’s Complaint Hotline Ticket reference no. SMS-G-20260325-843-9 on the alleged abuse of authority of Mayor Lemuel Gin K. Traya.

12.               Presented for consideration is a Resolution No. 26-04-167, Series of 2026 of the Municipality of Burauen, Leyte entitled: “A RESOLUTION RESPECTFULLY REQUESTING THE SANGGUNIANG PANLALAWIGAN OF LEYTE, PARTICULARLY THE COMMITTEES ON BOUNDARY DISPUTES AND ON WAYS AND MEANS, TO MAINTAIN THE STATUS QUO ANTE PENDING THE FINAL RESOLUTION OF THE BOUNDARY DISPUTE FILED BY THE MUNICIPALITY OF ALBUERA.”

13.               Presented for consideration is a letter from Dr. Manny R. Martinez, DPA, RN (US,PH), MPRM, Secretary to the Sangguniang Bayan, Sangguniang Bayan of Tolosa, Leyte addressed to the Honorable Members of the Provincial Board of Leyte the attached transmitted Revised Municipal Ordinance No. 01, Series of 2025 entitled: “AN ORDINANCE PROVIDING FOR A COMMUNITY-BASED MENTAL AND NEUROLOGIC HEALTH PROGRAM AND DELIVERY SYSTEM IN THE MUNICIPALITY OF TOLOSA AND APPROPRIATING THE NECESSARY FUNDS THEREFOR.”

14.               Presented for consideration is a joint application  for approval of the emergency power supply agreement between Leyte V Electric Cooperative, Inc. (LEYECO V) and FDC Misamis Power Corporation (FDC MISAMIS) to the Energy Regulatory Commission, with a request for a certification of receipt subject documents, bearing the official dry seal of the Sangguniang Panlalawigan.

15.               Presented for consideration is a letter dated April 30, 2026 from Atty. Allan P. Castro, Secretary to the Sanggunian, Sangguniang Bayan of Kananga, Leyte the transmitted complete records of Administrative Case No. K-ADM-2023-002  (on appeal), consisting of certified true copies of all pertinent documents , pleadings, resolutions, and other related records for review and appropriate action of the Sangguniang Panlalawigan.
