01.            Presented for consideration is General Fund Supplemental Budget No. 03 FY 2023 of San Miguel, Leyte amounting to Php13,115,115.29 under Appropriation Ordinance No. 2023-03. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated November 6, 2023, together with Supplemental Annual Investment Program (SAIP) No. 03 CY 2023 of the same amount .

02.            Presented for consideration is General Fund Supplemental Budget No. 03 FY 2023 of Tunga, Leyte amounting to Php11,346,763.34 under Appropriation Ordinance No. 03 S. of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 26, 2023, together with Supplemental Investment Program (SIP) No. 02 CY 2023 of the same amount.

03.            Presented for consideration is General Fund Supplemental Budget No. 4 FY 2023 of Tunga, Leyte amounting to Php2,696,199.99 under Appropriation Ordinance No. 04 S. of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 27, 2023.

04.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2023 of Capoocan, Leyte amounting to Php6,205,916.99 under Appropriation Ordinance No. 6, Series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 26, 2023, together with Supplemental Annual Investment Program (SAIP) No. 01 in the amount of Php40,693,105.48, SAIP No. 02 in the amount of Php29,583,907.68, & SAIP No. 03 in the amount of Php18,468,331.62 all of CY 2023.

05.            Presented for consideration is General Fund Supplemental Budget No. 2 FY 2023 of Leyte, Leyte amounting to Php6,977,136.61 under Appropriation Ordinance No. 002-23. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated November 6, 2023, together with the Supplemental Annual Investment Program No. 2 CY 2023 in the amount of Php10,836,523.62.

06.            Presented for consideration is General Fund Supplemental Budget No. 2 FY 2023 of San Isidro, Leyte amounting to Php8,291,212.72 under Appropriation Ordinance No. 2023-02. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 26, 2023, together with the 2nd Supplemental Investment Program CY 2023 of the same amount.

07.            Presented for consideration is General Fund Supplemental Budget No. 03 FY 2023 of Inopacan, Leyte amounting to Php36,768,503.77 under Appropriation Ordinance No. 23-03. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 26, 2023, together with Supplemental Investment Plan/Program (SIP) No. 3 amounting to Php58,000,000.00 and Supplemental Investment Plan/Program (SIP) No. 4 amounting to Php49,318,503.76 for CY 2023.

08.            Presented for consideration is Municipal Ordinance No. 2023-05 Series of 2023 of Tabango, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY PROJECT IN THE MUNICIPALITY OF TABANGO” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 18, 2023.

09.            Presented for consideration is Municipal Ordinance No. 2023-06 Series of 2023 of Tabango, Leyte entitled: “AN ORDINANCE CRAFTING THE TABANGO SPORTS DEVELOPMENT COUNCIL PROVIDING FOR IT’S COMPOSITION, FUNCTIONS, AND APPROPRIATING FUNDS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 18, 2023.

10.            Presented for consideration is Municipal Ordinance No. 481-040923 of Palompon, Leyte entitled: “AN ORDINANCE ESTABLISHING COASTAL GREENBELT ZONES AND ADOPTING A LOCAL COASTAL GREENBELT MANAGEMENT ACTION PLAN IN THE MUNICIPALITY OF PALOMPON, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 18, 2023.

11.            Presented for consideration is Municipal Ordinance No. 2023-18 of Hilongos, Leyte entitled: “AN ORDINANCE CREATING AN ANIMAL BITE TREATMENT CENTER UNDER THE MUNICIPAL HEALTH OFFICE OTHERWISE KNOWN AS THE “ANIMAL BITE TREATMENT CENTER (ABTC) ORDINANCE OF THE MUNICIPALITY OF HILONGOS, LEYTE”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 18, 2023.

12.            Presented for consideration is Municipal Ordinance No. 2023-19 of Hilongos, Leyte entitled: “AN ORDINANCE AUTHORIZING THE TEMPORARY ROAD CLOSURE OF JUNCTION NATIONAL ROAD R.V. FULACHE STREET GOING TO M.L. FLORES STREET UP TO THE JUNCTION OF C.V. ALCUINO STREET FOR A PERIOD FROM SEPTEMBER UP TO NOVEMBER, 2023 TO PAVE THE WAY FOR THE ON GOING DRAINAGE CONSTRUCTION IN URBAN HILONGOS.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 18, 2023.

13.            Presented for consideration is a letter dated October 15, 2023 from Carigara Municipal Agriculturist Josefina J. Josol in compliance to SP Resolution No. 2023-467 relative to Agricultural lots described as lot 7088 in the name of Lucia I. Trani and lot 673 in the name of Eusebio Canabe located in Brgy. Libo and Brgy. Barugohay Central, Carigara, Leyte.

14.            Presented for consideration is Resolution No. 325 of the Sangguniang Panlalawigan of the Province of Aurora entitled: “A RESOLUTION URGING ALL SANGGUNIANG PANLALAWIGAN, SANGGUNIANG PANGLUNGSOD, SANGGUNIANG BAYAN AND SANGGUNIANG BARANGAY TO EXPRESS COLLECTIVE SUPPORT FOR THE PHILIPPINE GOVERNMENT’S EFFORTS IN PROTECTING THE WEST PHILIPPINE SEA”.

15.            Presented for consideration is a copy furnished letter dated September 19, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of Arnelio B. Pinar located at Sitio Humbayon, Tabunok, Isabel, Leyte. A certification for said posting is also requested.

16.            Presented for consideration is a letter dated October 27, 2023 from Energy Development Corporation furnishing a copy of the Joint Application for Approval of Emergency Power Supply Agreement between Energy Development Corporation and Samar II Electric Cooperative, Inc., with Motion for Confidential Treatment of Information. Issuance of a Certification from the SP Office stating that a complete copy of said application was served and duly received is requested.

17.            Presented for consideration is a letter dated October 31, 2023 from EDC furnishing the Joint Application for Approval of Emergency Power Supply Agreement between Energy Development Corporation and Bohol I Electric Cooperative, Inc. (BOHECO I), with Motion for Confidential Treatment of Information and Motion for Provisional Authority. Certification with the official seal of the office is requested as Proof of Actual posting of the Order and Notice of Virtual Hearing in the bulletin board.

18.            Presented for consideration is a letter dated October 31, 2023 from EDC furnishing the Joint Application for Approval of Emergency Power Supply Agreement between Energy Development Corporation and Bohol II Electric Cooperative, Inc., (BOHECO II) with Motion for Confidential Treatment of Information and Motion for Provisional Authority. Certification with the official seal of the Office is requested as Proof of Actual posting of the Order and Notice of Virtual Hearing in the SP bulletin board.

19.            Presented for consideration is a REQUEST for ACCREDITATION of BALIBALI FARMERS ASSOCIATION of Brgy. Tubod, Merida, Leyte with the Provincial Government of Leyte as a non government organization.

20.            Presented for consideration is a REQUEST for ACCREDITATION of ARROWOOD INTEGRATED FARM ASSOCIATION of Brgy. Cogon, Alangalang, Leyte with the Provincial Government of Leyte as a non government organization.

21.            Presented for consideration is a letter dated November 10, 2023 from Provincial Governor Carlos Jericho L. Petilla requesting from the August Body an authority to sign and enter into a Subproject Agreement (SA) for the implementation of the Indian Grant Assistance for the Implementation of Quick Impact Projects (I-QIP), for and in behalf of the Provincial Government of Leyte with the DILG Regional Office.

22.             Presented for consideration is Executive Order No. 11-2023-01 dated 3 November 2023 from Provincial Governor Carlos Jericho L. Petilla, entitled : “AN ORDER ON WAGE ADJUSTMENT OF JOB ORDERS UNDER MINIMUM RATES EFFECTIVE NOVEMBER 1, 2023”.
