Presented for consideration is Municipal Ordinance No. 117-25 of Leyte, Leyte entitled: “AN ORDINANCE PROHIBITING THE DISPENSING, SELLING AND RESELLING OF PHARMACEUTICAL PRODUCTS IN SARI-SARI STORES AND OTHER SIMILAR RETAIL OUTLETS AND PRESCRIBING PENALTIES THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated July 10, 2025.

Presented for consideration is Municipal Ordinance No. 173 s. of 2024 of San Isidro, Leyte entitled: “AN ORDINANCE ADOPTING THE SAN ISIDRO HYMN, “SAN ISIDRO YUTA’NG BULAHAN” AS THE OFFICIAL HYMN OF THE MUNICIPALITY OF SAN ISIDRO, LEYTE PRESCRIBING ITS MANDATORY SINGING DURING OFFICIAL AND FORMAL FUNCTIONS, ACTIVITIES, AND PROGRAMS OF THE LGU OF SAN ISIDRO, COMPONENT BARANGAYS, AND OTHER GOVERNMENT AGENCIES WITHIN ITS TERRITORIAL JURISDICTION, AND PROVIDING PENALTIES FOR VIOLATION THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated July 10, 2025.

Presented for consideration is Ordinance No. 23L.25-080 series of 2025 of Kananga, Leyte entitled: “AN ORDINANCE RECLASSIFYING LOTS WITH NUMBERS. 1-B,PSD-08-045497-D AND 1-C, PSD-08-045497-D COVERED WITH TCT NOS. 115-2024000060 AND 115-2024000061, RESPECTIVELY, WITH A TOTAL LAND AREA OF 2,000 SQUARE METERS REGISTERED IN THE NAME OF LEYTE TRANSPORT COOPERATIVE (LETRANSCO) LOCATED IN BARANGAY TUGBONG, KANANGA, LEYTE FROM AGRICULTURAL TO COMMERCIAL LAND USE.” Same is recommended for the APPROVAL by the Provincial Legal Office without prejudice to the conversion requirements to conform with the current and actual use of the land per 2nd indorsement dated July 10, 2025.

Presented for consideration is Municipal Ordinance No. 01 Series of 2025 of Merida, Leyte entitled: “AN ORDINANCE ESTABLISHING THE MERIDA BIRTHING CLINIC IN THE MUNICIPALITY OF MERIDA, PROVINCE OF LEYTE, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 30, 2025.
19. Presented for consideration is Municipal Ordinance No. 02 Series of 2025 of Merida, Leyte entitled: “AN ORDINANCE PROVIDING SOCIAL SERVICES AND LIVELIHOOD OPPORTUNITIES FOR REINTEGREES IN THE MUNICIPALITY OF MERIDA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 30, 2025.

Presented for consideration is Ordinance No. 01, Series 2025 of Abuyog, Leyte entitled: “AN ORDINANCE ADOPTING REPUBLIC ACT 11361 OR THE ”ANTI-OBSTRUCTION OF POWER LINES ACT” AND FURTHER STRENGTHENING ITS IMPLEMENTATION IN THE MUNICIPALITY OF ABUYOG, LEYTE.”Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 30, 2025.
21. Presented for consideration is Ordinance No. 02, series 2025 of Abuyog, Leyte entitled; “AN ORDINANCE AUTHORIZING THE LOCAL CHIEF EXECUTIVE OF THE MUNICIPALITY OF ABUYOG, LEYTE TO GRANT INCENTIVES TO BOARD PASSERS, TOPNOTCHERS, AND COURSE REVIEW TEAM MEMBERS OF THE TEACHERS EDUCATION PROGRAM IN PURSUANCE TO ABUYOG COMMUNITY COLLEGE (ACC) BOARD OF TRUSTEES RESOLUTION NO. 39, SERIES 2024 AND ITS IMPLEMENTING RULES AND REGULATIONS (IRR).” FURTHER REVIEW of said ordinance is recommended and BOT Resolution 39, series 2024 and its IRR mentioned in the title of the proposed ordinance be attached for further scrutiny of scope subject and validity as well as funding should not run afoul with Section 335 of the Code, per 2nd indorsement dated June 30, 2025 of the Provincial Legal office.
22. Presented for consideration is Ordinance No. 06, S, 2025 of Abuyog, Leyte entitled; “AN ORDINANCE PROVIDING FOR A COMMUNITY-BASED MENTAL HEALTH PROGRAM AND DELIVERY SYSTEM IN THE MUNICIPALITY OF ABUYOG, LEYTE ESTABLISHING MECHANISMS AND GUIDELINES FOR ITS IMPLEMENTATION, AND APPROPRIATING NECESSARY FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 30, 2025.
23. Presented for consideration is Ordinance No. 07, series 2025 of Abuyog, Leyte entitled: “AN ORDINANCE STRENGTHENING THE IMPLEMENTATION OF REPUBLIC ACT NO. 7883, OTHERWIUSE KNOWN AS THE “BARANGAY HEALTH WORKERS BENEFITS AND INCENTIVES ACTS OF 1995 AND PROVIDING FUNDS FOR THIS PURPOSE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 30, 2025.
24. Presented for consideration is City Ordinance No. 02, S.2025 of Baybay City entitled: “AMENDMENT OF CITY ORDINANCE NO. 06 S. 2023, PARTICULARLY ON SECTION 6, PARAGRAPH 4 OF THE “ORDINANCE FIXING THE CHARGES/FEES ON THE USE OF THE CT SCAN AND MRI MACHINES AT THE BAYBAY CITY IMMACULATE CONCEPTION HOSPITAL (BCICH), AND FOR OTHER PURPOSES” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated July 10, 2025.

Presented for consideration is Municipal Ordinance No. 2025-08 of Hilongos, Leyte entitled: “AN ORDINANCE REGULATING THE OWNERSHIP OF PET DOGS AND CATS AND THE CONTROL OF RABIES IN THE MUNICIPALITY OF HILONGOS” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated July 10, 2025.
26. Presented for consideration is a National Water Rersources Board Water Permit Application NO. VIII-LEY-2025-06-055 filed by DUMDUMA BACOY POWER CORPORATION located at Brgy. San Pedro, Jaro, Leyte, with a request that said application be posted on the Bulletin board of the office and certification of posting be issued.
28. Presented for consideration is General Fund Supplemental Budget No. 2 FY 2025 of Babatngon, Leyte in the amount of Php16,662,753.65 under Appropriation Ordinance No. 502. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 24, 2025.
29. Presented for consideration is General Fund Supplemental Budget No. 2 FY 2025 of Tabango, Leyte in the amount of Php2,671,575.30 under Appropriation Ordinance No. 2025-02. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 21, 2025.
30. Presented for consideration is General Fund Supplemental Budget No. 01 FY 2025 of Matag-ob, Leyte in the amount of Php20,112,913.80 under Appropriation Ordinance No. 01 , Series of 2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 21, 2025, together with the Supplemental Investment Program CY 2025 of the same amount.
31. Presented for consideration is General Fund Annual Budget CY 2025 of La Paz, Leyte in the amount of Php144,845.362.00 under Appropriation Ordinance No. 1 Series of 2025. The amount of Php144,845.362.00, however does not tally with various expenditures of the Municipal Government for FY 2025 which amounts to Php141,563,362. Same is therefore RETURNED having no review action and recommendation and without prejudice to its resubmission upon rectification or compliance of said documents per review letter of the Local Finance Committee dated July 28, 2025, together with the 2025 Annual Investment Program (AIP) in the amount of Php1,629,072,984.40.
