16.               Presented for consideration is Municipal Ordinance No. 20, S. 2025 of Villaba, Leyte, entitled: “AN ORDINANCE PROVIDING COMPULSORY REGISTRATION AND VACCINATION OF ALL PET DOGS AND CATS THREE (3) MONTHS OLD ABOVE, CONTROL AND PROPER DISPOSAL OF STRAY DOGS AND CATS WITHIN THE MUNICIPALITY OF VILLABA, ESTABLISHING OF DOG AND CAT POUND, PROMOTE RESPONSIBLE PET OWNERSHIP (RPO), CREATION OF MUNICIPAL RABIES PREVENTION AND CONTROL COUNCIL, PROVIDING FURTHER, ITS PENALTIES AND APPROPRIATING FUNDS THEREOF” The Provincial Legal Office recommended for FURTHER REVIEW of the subject Ordinance as the PENALTIES in Sec. 21 are in in direct contravention of Sec. 447 (a) (1) (iii) of the Code.

 

17.               Presented for consideration is Municipal Ordinance No. 21, S. 2025 of Villaba, Leyte, entitled: “AN ORDINANCE SUPPORTING AND APPROVING THE GRANT OF ADDITIONAL ALLOWANCE AMOUNTING TO TWO THOUSAND PESOS (Php2,000.00) PER MONTH FOR NATIONAL GOVERNMENT AGENCIES (NGA) REPRESENTATIVES ASSIGNED IN THE LOCAL GOVERNMENT UNIT OF VILLABA, INCLUDING THE PROVINCIAL PROSECUTOR, AND PROVIDING FUNDS THEREOF” Same is recommended for the declaration of its VALIDITY subject to availability of funds  by the Provincial Legal Office per 2^nd indorsement dated October 3, 2025
